Description of problem:
The cluster-logging-operator image vendors a dependency that is missing a LICENSE file. In particular the dependency github.com/viaq/logerr. This is blocking currently our success teams to deliver OCP due to compliance concerns

The fix had been merged into csv clusterlogging.4.6.0-202107232145
