Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
Using a file repository without any upstream url but with uploaded content, I was not able to upload all (20) files to the repository. No error was shown, no error was seen in the journal nor the production.log. The Dynflow console shown all 20 files were processed but only 10 or less was really synced (see the Published At link and counter in the Repository page in UI).

How reproducible:
4/4, the count of synced files differed
Steps to Reproduce:
1. Create a product and a file-type repo in it.
2. In the repo page click Choose files, select 20 files (size of each was 10MB)
3. Click upload
Actual results:
The task succeeded but only 10 or less files were really synced
Expected results:
All files being synced or some notification it did not happen, not pass silently.
Additional info:
This is a regression compared to 6.9.2
