The Validations Framework should allow operators/customers to create their own validations through the CLI. A new sub command will have to be created in order to do that. The `validation_init` role provided by tripleo-validations will be used to create the custom validations. This RFE will depend on the Validation Configuration file RFE (rhbz#1971607).
