Description of problem:

Packaged script "ulauncher-toggle" doesn't work without wmctrl, which isn't installed by default. wmctrl should probably be added as a recommended package so that it is installed by default unless the user very specifically want to install minimal packages. Only the ulauncher-toggle uses this package, and Xorg users typically don't need it. However, with Wayland it is necessary to get the hotkey working consistently.

Steps to Reproduce:
1. Start with a fresh install
2. Install ulauncher
3. Try running ulauncher-toggle

Actual results:
ulauncher-toggle runs, but spits out an error and ulauncher doesn't take focus

Expected results:
ulauncher-toggle runs without error and ulauncher takes focus
