Description of problem:

* Fix header and padding and arrange components better,
* Adjust the search-bar to look like PF4,
* Add table top-pagination

1. Go to Configure -> Insights page
2. Observe old style search bar, pagination controls on the bottom

Actual results:

Verified with:
- Satellite 6.10.0 snap 13
- tfm-rubygem-foreman_rh_cloud-4.0.25.1-2.el7sat.noarch

Test steps:
- Go to Configure > Insights page

Observations:
- No UI breakage/regression because of new style.
- Filed RFE BZ#1990789 to suggest some UI improvements.
