Textarea resize bug

In a modal that contains a textarea such as 'Create Project', the horizontal adjustment range of the textarea can be resized to exceed the width of the modal (see attacment).

This bug has been verified and fixed on payload 4.9.0-0.nightly-2021-07-29-103526

Verify steps:
1. Log in OCP, navigate to Home -> Project page
2. Click on 'Create Project'
3. Resize the textbox of 'Description' on Create Project pops up page
4. Verify if the text area is limited, and did not exceed the parent window

Result:
The horizontal adjustment range of the textbox can be resized and would not exceed the width of the module
