Description of problem: As PR[1] is introduced, CVO logs "helper.go:97] imagestream "openshift/hello-openshift" has already been removed" in a fresh installed cluster. It sounds like the resource was created previously and then removed. But actually it's not created at all. It doesn't bother installation process, so set it to low severity. Install a cluster 2. 3. Actual results: Installation is successful and imagestream hello-openshift is not created as expected. But the CVO log shows: W0723 07:08:11.051012 1 helper.go:97] imagestream "openshift/hello-openshift" has already been removed. Expected results: Do not log this message during a fresh install or update the log message. Additional info: Please attach logs from ansible-playbook with the -vvv flag
Either suggested change is straightforward however we have a full plate so not likely to be addressed this sprint.
Verified with 4.9.0-0.nightly-2021-08-26-164418 and passed 2832 W0827 03:12:22.674430 1 helper.go:97] imagestream "openshift/hello-openshift" not found. It either has already been removed or it has never been installed on this cluster.
