Description of problem:
Tempest available for rhos-16.1 is at version 24, however the glance import workflow tests are available in tempest since version 25.
We need to backport the tests as they are required for certification.

The Fixed in version package openstack-tempest-24.0.0-1.20210925123311.c73e6b1.el8ost contains the backported changes and the build is a part of RHOS-16.1-RHEL-8-20220121.n.1 puddle -> VERIFIED.
