Description of problem:
[sig-network] Networking should provide Internet connection for containers [Feature:Networking-IPv6][Experimental][LinuxOnly] [Skipped:Disconnected] [Skipped:azure] [Suite:openshift/conformance/parallel] [Suite:k8s] is failing permanently in dualstack.

It returns a timeout error;
Jul 30 04:06:05.650: INFO: pod e2e-nettest-2235/connectivity-test logs:
nc: connect to 2001:4860:4860::8888 port 53 (tcp) timed out: Operation in progress

This is probably due to in dualstack there is no IPv6 connectivity to outside.
