This seems related to https://github.com/coreos/rpm-ostree/issues/2894 You could downgrade it to a Recommends:, or simply rely on the fact that `grubby` is part of the default installs for systems that use traditional `yum` too.
This bug appears to have been reported against 'rawhide' during the Fedora 35 development cycle. Changing version to 35.
