The `dhclient` binary has been removed from RHCOS. Users should migrate any configurations to rely on the DHCP client provided by NetworkManager.

When we moved from using `dhclient` in the initrd to using the DHCP client from `NetworkManager`as part of RHCOS 4.6, we inadvertently broke customers who were relying on the `dhclient` binary in the real root.

We decided to put `dhclient` back into RHCOS for those customers with the agreement that we would remove it as part of RHCOS 4.8.  We never did remove the binary as part of 4.8, but included a notice in the 4.8 release notes that it would be removed as part of RHCOS 4.9.

verified on 4.9.0-0.nightly-2021-08-07-175228.  No dhclient installed.
