Doc Text:	Cause: 2 container images are missing 16.2.0 tag Consequence: There is a regression in the ability to pull container images via 16.2.0 tag that was established in 16.1 z-stream releases. Any process to pull all of the containers for the release or deploy using the 16.2.0 tag will fail to get openstack-neutron-agent-base and openstack-tripleoclient container images. Workaround (if any): limited workaround would be to use the 16.2 tag instead but that is a limited workaround for these 2 images. Result:	Story Points:	---

Description of problem:

2 container images as released for 16.2 beta have 16.2 instead of 16.2.0 as the version.  This can cause issues with pulling images correctly from the registry, since it is an inconsistency.
