Description of problem:
RH Cloud Inventory report doesn't use overridden global parameter value of a host.

How reproducible:
- Always

Steps to Reproduce:
1. Register few hosts using Global registration page.
2. Go to Administer > Settings > RH Cloud 
3. Enable "Include parameters in insights-client reports" setting.
4. Go to Hosts > All Hosts > click on Edit button of a host.
5. Go to Parameters tab and override a global parameter.
6. Generate inventory report.
7. Download the inventory report.

Actual results:
- RH Cloud Inventory report doesn't use overridden global parameter value of a host.

Expected results:
- RH Cloud Inventory report uses overridden global parameter value of a host.

Additional info:
- I have also noticed that sometimes the report is not uploaded to c.r.c, even though the report is valid one. It works fine if I retry it.

Test steps:
