Consistently failing pull-ci-openshift-cluster-network-operator-release-4.8-e2e-azure-ovn-dualstack and pull-ci-openshift-cluster-network-operator-release-4.9-e2e-azure-ovn-dualstack test suites

First fix is to make this test non-required, because it's testing a completely-unsupported configuration.

I posted a PR to make this job optional, but we may need another BZ for installer team to fix this behaviour.

dual-stack on Azure is not a supported configuration, so I'd say this is on us to fix for now.

So now we have a test that's always failing and it's kind of expected behaviour.
What is the plan then? Should we fix dualstack installation by ourselves or wait for it to become supported?

IIRC I've added azure-ovn-dualstack jobs as optional and to run only manually IIRC

Did I mistakenly enabled it? it should be optional an manually triggered only

it seems that these presubmit jobs are automatically generated from ci-operator config and the job may only be set as optional manually, so there are commits like this https://github.com/openshift/release/commit/b7bdb46c339d01a2632597870e72a62b8c9ba76b#diff-9d52bab4c54fbb23b6737b7f98a1b2b57c6b82fbc660ca3bbf2995e414c8afb7

But I don't see the same done for 4.8 which may be the reason we're having problems, btw 4.10 job customized correctly for now
