First fix is to make this test non-required, because it's testing a completely-unsupported configuration.
I posted a PR to make this job optional, but we may need another BZ for installer team to fix this behaviour.

So now we have a test that's always failing and it's kind of expected behaviour. What is the plan then? Should we fix dualstack installation by ourselves or wait for it to become supported?

IIRC I've added azure-ovn-dualstack jobs as optional and to run only manually IIRC https://github.com/openshift/release/pull/16594 Did I mistakenly enabled it? it should be optional an manually triggered only
