Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

I'm afraid this won't be possible because of software patents. See https://bugzilla.redhat.com/show_bug.cgi?id=1979565.

Let's see what's the response from Legal.

FWIW, perl-Image-ExifTool in the standard Fedora repos does read HEICs.

Let's close this and reopen it when the legal issues will be resolved in Fedora.
