Description of problem:

This is a copy of https://issues.redhat.com/browse/API-1296

Since the implementation of the Custom Certs for Routes for OAuth components have been implemented [1], it is necessary for other components, such as OAuth Proxy, to pickup the changes. The Custom CA is distributed by the `openshift-config-managed/oauth-serving-cert` secret and needs to be respected by the OAuth Proxy.
