Description of problem:

vSphere inventory not including standalone hosts.  These are hosts directly contained in the host folder under the DataCenter.

Steps to Reproduce:
1. Create a vSphere provider with hosts directly under the datacenter.

We don't have this type of setup at hand. Moving to 2.3.0.

Fixed in MTV-2.3 in MTV-2.3.15 or below.

Verified with Latest MTV-2.3.0-15 iib: 164989, CNV-4.10.0, OCP-4.10.0. 
If a Vmware host(standalone hosts) doesn't belong to a cluster now it is inventoried.The UI display standalone hosts in the VM selection phase.(Screenshot is attached)
