If possible this package can be added to EPEL 8 for individuals seeking to work with network sniffing and dissecting networking protocols on a CentOS 8 or -Stream system. I'm willing, but libnet isn't present in EL-8. Please file a request for EPEL-8 support for libnet, blocking this one. Once that's in place, I'll branch and build ettercap.

I am the Fedora package maintainer for libnet. And it can't be built for EPEL, because it's in RHEL (https://git.centos.org/rpms/libnet/branches).
