Description of problem: The undercloud-debug validation reports whether or not are certain services configured to run in a debug mode. To this end it uses custom configuration value retrieval module, implemented in the validations-common package. Due to the way the validation and module are implemented, there are number of failure modes, of various likelihood, which can be cause for a substantial confusion for the customer. As evidenced by one issue already reported [0]. Therefore the validation, as well as the module, have to be rewritten, to improve customer experience with the product. How reproducible: Always when running undercloud-debug validation without properly explicitly setting parameters. Additional info: [0] https://bugzilla.redhat.com/show_bug.cgi?id=1991682

The bug #1942508 has unfortunately delayed resolution. As the fixes to the dependencies have to be merged, before further patches to the validations_common repository can pass the check pipeline.
Looks like BZ interpreted the numerical code of the Launchpad bug as a BZ bug id. The actual bug blocking the resolution is https://bugs.launchpad.net/tripleo/+bug/1942508
The documentation changes are waiting for reviews.
