Description of problem:
After a few creations/deletions of SriovNetworks the operator gets "stuck" - it does not reconcile an SriovNetwork resource that was updated with a DeletionTimeStamp = the operator does not remove the finalizer on it, resulting in a dangling SriovNetwork that is never deleted.

How reproducible:
running the cnf-tests SR-IOV suite creates/deletes multiple SriovNetwork, one of these Networks eventually get stuck and the tests fails on waiting for it to be deleted.

Moved to verified, last ci ran without sriov issues after that patch was merged
