Tested in F35 container, problem still exists. The root cause of it is nispor 1.1 use unreleased crates for ethtool, to fix that, we need nispor 1.2 which use release ethtool crates. Depending on https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=2012043
