Description of problem:
During two separate cluster upgrades to 4.8.3 the authentication cluster operator went into a degraded state, lots of messages about waiting due to client-side throttling, not priority and fairness.

4.8.3

How reproducible:
Upgrade to 4.8.3

Actual results:
Authentication cluster operator in degraded state, upgrade not proceeding.

Expected results:
Authentication cluster operator to upgrade successfully as part of a cluster upgrade.

Additional info:
must-gather for authentication component to be attached.
