Description of problem:
Sometimes the migration plan starts few seconds after clicking on the start button. Once the button is clicked, there is a loading icon that is replaced very quickly with the Start button again, and it looks like nothing was triggered till the migration plan is actually running.

The same for the Cutover button in warm migration

Looks like the issue is fixed. precopy and cutover phases start immediately.
