BTW, is this change only for art build?  or any function will affect after this changes, I know this parameter is for upgrade and it's always working well before changes as well.

Yes, this change exclusively affects ART / product builds. Before this change, the upper limit of skipRange was set to v4.9.0. Meaning that multiple v4.9.x are available for install. After this change, with the release of every v4.9 z-stream, only the most current version will be available, as is intended.
