We see this rpm is currently in koji:
https://koji.mbox.centos.org/koji/buildinfo?buildID=13124

under x86_64 packages

When and where will it be released officially by Red Hat (or maybe EPEL8) as a gcc-toolset-10 related rpm?

I'm changing the summary. The original request was to move the RPM to CRB but we've taken it one step further, to AppStream.
