Feature: --cyclictest-threshold=USEC Exit rteval if latency > USEC Reason: Some users want a run of rteval to end early if the latency expectations are not met, so they can solve the reasons for this, instead of waiting for the rteval run to come to an end. Result: rteval exits if a latency above USEC is measured.

Description of problem:

We need a way to stop an rteval run if the run exceeds a specified threshold.

Add a command line option to specify a threshold value, which if exceeded causes the run to abort with a failure status. This status will be used by CI/QE pipelines to determine Pass/Fail of the run.
