Description of problem:

This is mainly the same idea as dnf post-transaction-action but it is triggered after dnf has completed the whole update instead of after each package update by rpm.

I guess that the feature is implemented by DNF5 - https://dnf5.readthedocs.io/en/latest/libdnf5_plugins/actions.8.html.

DNF5 is available in Fedora 38 and will replace dnf. I am closing the issue because dnf is close to EOL.
