Description of problem:

Failing migration on a FIPS Satellite.

# satellite-maintain content prepare

How reproducible:
Reproducible. Not tested with fresh 6.9.

Steps to Reproduce:
1. RHEL 7 w/ FIPS
2. Satellite 6.9
3. # satellite-maintain content prepare

Actual results:
Content migration failing.

Expected results:
Content migration finishes without issues, or appropriate mention in documentation.


Additional info:
Satellite upgraded from initial version of 6.6.
Attached task-export of the migration task.

Will confirm reproducibility from fresh 6.9.

Confirmed on fresh Satellite 6.9 on FIPS enabled RHEL 7.9 with common Red Hat repositories.
