Description of problem: In satellite upgrade foreman-maintain paused tasks check failed.

How reproducible:
always

Steps to Reproduce:
1. Prepare the 6.9.z setup using the upgrade template.
2. Run the pre-migration steps before running the upgrade for 6.10 snap14.
3. Pulp migration completed successfully.
4  Run the upgrade, but it failed in the yum update with a package dependency issue.
5- Applied the workaround.
# yum remove -y rubygem-passenger
6- Rerun the upgrade with skip content-switchover and it has completed successfully.
7- In post-upgrade, paused tasks check failed. 
Actual results:
Pasued tasks check failed.

Expected results:
Pasued tasks check should be completed successfully

This bug is different, in the BZ#1988299 post-upgrade task(foreman-tasks-not-paused) gets fail but here post-upgrade task(foreman-tasks-not-paused) does not fail, we get the task check failure error and it is happening with 6.10 Snap14

It could still be the same bug, can you confirm if that test included any ostree or puppet repos prior to upgrading?  If not, then it is likely a new bug.  We'd need to know what tasks are paused though.

yes we have puppet and os-tree repos, should we need to open the BZ#1988299?
