Description of problem:
Debug view is non responsive in certain cases

How reproducible:


Steps to Reproduce:
1.Open the migration details page
2. Try to open the migration details page
3. Observe a spinner that does not resolve.

Actual results:
Cannot open the debug tree view. 
Expected results:

Able to open the debug tree view.

while verifying, the issue still happened once and I recorded it. But I am unable to reproduce it. now its working fine. Is there a specific way to reproduce it? cc: @xjiang

Yeah, OK. So I think if we leave the “Migration resources” title and replace the tree with an empty state error like the one shown in the first link above that says, “Unable to retrieve migration resources” then some suggested action. Maybe “Check the migration status and try the action again.” or something like that.

Moving to 1.6.0. Speaking with Ian, this should be fairly rare and it's unclear what's causing the underlying server error. It's critical we release 1.5.1 on time and would not delay for this.
