Updated specfile for EL8

Seems not.  At least from a build perspective.  Please find attached a jabberd.spec that builds on EL8 as demonstrated here:

Seems perl-Net-Jabber is needed but not in EL8.

A working jabberd and dependencies is in https://copr.fedorainfracloud.org/coprs/brianjmurrell/epel-8/builds/.
