Spoke to Vasiliy, the idea was to fix this bug for 2.5.8. 
Also discussed about this bug with Stu, We decided to file a release notes bug for 2.5.8.
So converting this bug to track for 4.8.z.

Tested with virt-operator version is: v4.8.3-3

Checked on Rhel 8.4 and Fedora 34 - with both priv and unpriv users guest agent data is correctly reported
