404 on Page

Description of problem:
After installing the descheduler operator and I try to add the kube descheduler and the page shows "404 Not Found" until I refresh the console

Version-Release number of selected component (if applicable):4.9.0-0.nightly-2021-08-23-224104


How reproducible: 100%


Steps to Reproduce:
1. Create ocp cluster with "ci" 
2. Install 4.9.0* descheduler from operator-hub
3. Go to Kube Descheduler tab, error seen 

Actual results:
Page shows 404 and not able to create the kube descheduler till refresh of overall page

Expected results:
Kube descheduler can be added immeditately after operator gets installed and doesn't require page reload

Tried to reproduce the issue on two cluster:
- 4.9.0-0.nightly-2021-08-25-231643
- 4.9.0-0.nightly-2021-08-26-040328

Latest version of kube-descheduler on them was 4.8.0-202107291502.
I wasn't able to reproduce the issue on any of them. It is possible that there could be a race when creating KubeDeschedulers CRD.

Closing the issue. feel free to reopen in case you hit it again/periodically.

I believe we talked about this in scrum and the bug was reproduced. I haven't had a chance to look into this yet, but suspect that we need to change the way we request or watch the CRD for the instance tabs.

Checked on ocp 4.10 cluster with payload 4.10.0-0.nightly-2021-11-14-184249. Install Kube Descheduler Operator (4.9.0-202111020858) from OperatorHub, then click "Kube Descheduler" tab from installed Kube Descheduler page, there is not "404 not found" info on the page. Could create "Kube Descheduler" by clicking "Create KubeDescheduler".
