As we spoke this issue seem very important for we are able to accomplish the goal to deprecate all bundles that will not work on 4.9 from 4.9. So, raising the priority.

The upstream fix has merged (https://github.com/operator-framework/operator-registry/pull/767) and this gives a version of the binary for IIB/pipelines to use while the downstream sync is pending

Bumping down priority to high

This BZ was resolved upstream and will make its way downstream through the normal process. Closing.
