Description of problem:
On default wizard, select a storageClass and click customize to get into customize wizard, procedure to storage step, the rootdisk's storageClass is the default storageClass, not the one selected in default wizard.

Version-Release number of selected component (if applicable):
4.9 and master

How reproducible:
100%

Steps to Reproduce:
1. Create vm from wizard
2. Fill in boot source and select a storageClass
3. Click customize button and continue to storage step

Actual results:
rootdisk storageClass is not the one selected in step 2.

Expected results:
rootdisk storageClass is same with the selected item in step 2.
