Description of problem:
From https://<sat-hostname>/environments/help
When you click on Create Puppet Environment you are navigated to
/environments/environments/new

instead of:
/environments/new

Version-Release number of selected component (if applicable):
sat 6.10 snap 14

How reproducible:
Always.

Steps to Reproduce:
Steps are written in description.

Actual results:
The page you are looking for doesn't exist.

Expected results:
Page will navigate correctly to puppet environment.

Additional info:
This is regression. It works with 6.9.5 snap 3.

Verified with 6.10 snap 19, with package foreman-2.5.2.7-1.el7sat.noarch.

The link is corrected.
