Description of problem: We haven't done a rebase of kubernetes-nmstate in 4.9 yet. We need to do this before code freeze to ensure we're up to date.

OCP 4.9 rebased with the version kubernetes-nmstate-operator.4.9.0-202112142229
Verified with the OCP Cluster version is 4.9.13
