Steps to Reproduce:
1. Run the Satellite upgrade and it completes successfully
2. Run the Capsule upgrade, Capsule upgrade completes successfully but the post-upgrade stage failed with "undefined method `services' for nil:NilClass" error.

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/33355 has been resolved.

Verified.

Tested on Satellite 6.10.0 Snap 17.0
Version: rubygem-foreman_maintain-0.8.14-1.el7sat.noarch

Steps:
1. Perform pulp2to3 migration.
2. Run the Satellite upgrade from 6.9.6 to 6.10 and it completes successfully.
3. Run the Capsule upgrade from 6.9.6 to 6.10.

Observation:
Capsule upgrade completes successfully, without any issues with services post-upgrade.
