Description of problem:
The audit syscall rules used in OSPP profile are hardcoded and uses the rules available for x86_64 for all arches.

This makes augenrules --load to fail after remediation for ppc64le, for example.

Ideally, the rules after remediation should match those provided in /usr/share/audit/sample-rules

Steps to Reproduce:
1. In a ppc64le or aarch64 machine, remediate using OSPP profile with content from usr/share/xml/scap/ssg/content/ssg-rhel9-ds.xml
2. service auditd stop && systemctl start auditd
3. systemctl status auditd
4. augenrules --load

Actual results:
augenrules --load fails

Expected results:
augenrules --load is successful

Additional info:
After remediation, augenrules --load fails similarly to the way reported in https://bugzilla.redhat.com/show_bug.cgi?id=1985630
