Description of problem: The CRD for ServiceTelemetry is currently using version apiextensions.k8s.io/v1beta1 which is removed in kubernetes 1.22 (OCP 4.9) meaning it is impossible to deploy STF to OCP 4.9 in the future.

Migrate to using apiextensions.k8s.io/v1 so that compatibility can be maintained in the future.
