I tested this on ODF 4.9.0-139.ci. I could not see the pop up on my system and ODF installed successfully

Could you please retest and see if the issue if occurring ?

This is an issue that is inherent to OLM installation. Moving it OCP Management console.

So this looks like a dup. of https://bugzilla.redhat.com/show_bug.cgi?id=1997245 and should be fixed by now.
Putting on ON_QA for verification.

Same as tested in bug1997245, installing odf-operator from console on cluster with payload 4.10.0-0.nightly-2021-09-23-210724 succeeded without pop-up info now.
