Description of problem:
The Add migration plan button is put on the bottom left of Migration plans page, but in other pages, such as Clusters, Hooks, the add button is on the top left of pages.

Version-Release number of selected component (if applicable):
MTC 1.6.0

How reproducible:
Always



Actual results:
The location of Add migration plan button in the Migration plans page is put on the bottom left of Migration plans page. This is not the same as the location of add button on other pages,  such as Clusters, Hooks.

Expected results:
Add migration plan button should be put on the top left of Migration plans page.
