Description of problem:
The last used tab is not persisted when opening and closing the side panel.
selectTab URL query param is ignored when opening the side panel through URL.
Prerequisites (if any, like setup, operators/versions): None
Steps to Reproduce

Actual results:
last used tab is not persisted and if selectTab query param is ignored if present in the URL

Expected results:
last used tab should be persisted
if selectTab query is present in the url it should be given priority
Reproducibility (Always/Intermittent/Only Once): 
Always
