Checked with the compose RHEL-9.0.0-20211124.3, now the xorg-x11-server-Xorg-1.20.11-5.el9 was merged and the GUI installation works well on Hyperv GEN1, mark verified.

So, I *think* this breaks use of the "dummy" driver with Xorg.  My configurations that work on Fedora do not work in EL9.  Difference in logs:
