Description of problem:
In warm migration, if the source VM is running before starting the migration plan it is being turned back on once the vmio import cr is removed.

How reproducible:
100%


Steps to Reproduce:
1. Turn On the Source VM and run a Warm migration
2. After the migration (Or vmio import) is Successful, delete the vmio CR(s)
3.

Actual results:
Source VM is being turned on


Expected results:
Source VM state should be restored  Only  if the import has failed or been canceled

Looks like a regression in CNV-4.8.2-12. Tried to reproduce with CNV-4.8.2-5 without success

We're too late to fix in 4.8.2. Targeting to 4.8.3.
