Description of problem:

Currently we're missing the ability to configure the networkType in SiteConfig. This is required if we wanted to use OVNKubernetes networkType for IPv4 deployments. Usually it's set as an AgentClusterInstall annotation like:
annotations: agent-install.openshift.io/install-config-overrides: '{"networking":{"networkType":"OVNKubernetes"}}'
