Description of problem:

A DU node gets rebooted ~6 times until it stabilizes and all policies get applied during ZTP flow. Checking the number of reboots once a DU SNO node is stable:

ssh core.lab.eng.rdu2.redhat.com  -6  'last|grep reboot | wc -l'

How reproducible:
100%

Steps to Reproduce:
1. Deploy DU node via ZTP flow
2. Check the number of reboots

Actual results:
~6 reboots

Expected results:
Less reboots in order to save the time it takes for the bare metal node to go through initialization stages, e.g. POST, boot sequence, etc.

Typical reboot count in 4.10 is 4.
