In 4.9 we use go-ovn, but we started adding some ovn-org/libovsdb code. That unfortunately creates a client that listens for server events, but doesn't do anything with them, and is a drain on CPU and causes more work for the ovsdbservers.

Revert that since it had wasn't used for anything anyway.

Note that in 4.10 this code *will* be used, so this bug is a NOP/placeholder just to make our automation happy and allow the 4.9 bug to go forward.

Marking VERIFIED as this bug is not actually required for 4.10 (as libovsdb *will* be used there).
