Description of problem:

Flaking test due to openshift-controller-manager pod delete events appearing too frequently.

[sig-arch] events should not repeat pathologically:

1 events happened too frequently

event happened 22 times, something is wrong: ns/openshift-controller-manager daemonset/controller-manager - reason/SuccessfulDelete (combined from similar events): Deleted pod: controller-manager-8cqxf
