Description of problem:

On an a new instance of Satellite, created from an image and having undergone change-hostname, AVC denials are seen.

Steps to Reproduce:
1. Create image of satellite
2. Create instance of image
3. Run change hostname script

(the above is summary of SatLab process)

4. Synced two RHEL8 repos

this is from a system in beaker that has not gone through the change-hostname process. I just added and synced some RHEL 8 repos.
